The executive order followed a White House luncheon hosted with government officials and prominent tech executives, including Nvidia CEO Jensen Huang and Tesla and SpaceX CEO Elon Musk, to discuss the newly adopted terminology.

Regarding governance, the administration favors industry self-regulation alongside oversight from existing law enforcement bodies like the Department of Justice and the FBI. On infrastructure development, officials addressed local hurdles regarding massive data centers, asserting that companies will collaborate with communities to provide necessary economic support.
